The study report on consequences of poor specification and standardization was carried at Kibaha Education centre. The purpose of the study was to assess the outcomes of poor specification and standardization of goods and services at KEC. Specification is the first and important point in procurement circle thus right specification can lead the user to acquire right requirements hence gain value for money. Right specification also leads to standardization. Thus report argues that apart from the lack of specification manual also the user department doesn’t know how to specify their need this is due to lack of standardization of some of their needs. The main objective of the report intended to determine the significance of specification and standardization in the performance of procurement activities at Kibaha Education Centre. However, it has been found that there was poor communication, poor time management, lack of specification and standardization manual, lack of knowledge, poor planning, unavailability funds and lack of qualified personnel. These are some major causes to inefficiency in specification and standardization at Kibaha Education Centre. The study examined how a well-determined specification of requirement can add economic value to the performance in public organization. In order to achieve this there must be policy that can be applied in improving and supporting specification and standardization of requirements. The report at the end draws a conclusion and recommendations that, KEC needs to institute specification and standardization measures to enhance procurement activities, to prepare and apply specification and standardization manual and to make a sound communication between user departments and PMU. However Kibaha Education Centre as to recruit personnel with appropriate academic and professional qualification personnel and need to establish good system of training of existing staff.
