The specific objectives of the study were to examine numbers and qualification of teachers in community secondary schools in Ilala Municipal Council as required by SEDP and ETP, examine availability of enough teaching and learning materials in government community secondary schools in Ilala Municipal Council and to examine presence of enough infrastructures in government community secondary schools in Ilala Municipal Council. To achieve these objectives the study employed a case study research design and mixed qualitative and quantitative research approaches. The study employed a sample of 121 respondents with 5 categories of the respondents, 1 MEO, 3 wards councilors, 4 Heads of school, 26 teachers and 87 students. The findings of the study showed that: the number of qualified teachers employed by the governments in community secondary schools in Dar-es-Salaam is promising but the problem is with the number of employed teachers which does not match with the needs of each subject, most teachers especially science teachers have too many periods per week and this affects their effectiveness on lesson preparation, there is lack of enough teaching and learning materials like textbooks, references books and lack of enough school infrastructures like classrooms, library and laboratories; the available infrastructures are not in good condition and they not meet the need of schools. Based on the findings of this study, the government should lay emphasis on raising the quality of education provided by community secondary schools. The study recommends that government must recruit many qualified teachers especially science teachers, ensures that there are enough teaching and learning materials in community secondary schools, ensures that infrastructures like classrooms, libraries, laboratories and toilets are built in each school according to the need of the school so as to eliminate the problem of overcrowding of students in classes.
