The specific objectives of the study were to assess the perceptions of officials on factors contributing to increased employee turnover in Geita Regional Secretariat; to identify the extent to which the level of resignation of employees contributes to job performance of Geita Regional Secretariat; to examine the trend to which discharges of employees contribute to job performance of Geita Regional Secretariat; and to determine the extent to which the transfer of employees contributes to job performance of Geita Regional Secretariat. The study adopted a cross-sectional research design revolving around a mixed research approach, specifically quantitative sequential qualitative mixed research. The study also used a sample size of 98 study participants. The participants were sampled through the use of random sampling techniques and surveyed through the use of structured questionnaires. Furthermore, 9 participants were purposively selected to participate in interview schedules. The study relied on both descriptive statistics (quantitative data) and content analysis (qualitative data). Overall, the study found that the trend of employees‟ turnover in Geita Regional Secretariat is not determined by a single but several factors. Of all the factors analysed in this study, transfer of employees was found to lead in fueling employees‟ turnover in the study area. This implies that despite the implementation of various retention strategies in the study area, more employees vacate to other areas compared to those who join the secretariat for various reasons. Seemingly, this is partly contributed by a mismatch between retention strategies and local context working specific demands in Geita Regional Secretariat. Consequently, the study found a decreasing performance of tasks allotted which translates into poor performance of the Secretariat in meeting her objectives. Based on these findings, the study concludes that failure to monitor the transfer of employees in public decentralized structures such as regional secretariat compromises the trend of organization performance. The study recommends to the government to review the National employment policy of 2008 for it to address how to cater for employees' specific needs in decentralized structures. This may be done by retaining government employees while focusing on demand and supply side needs of the public sector organisation.
