DP) of Mzumbe University This study was conducted in ChakeChake District to determine people’s participation in community development projects in Zanzibar. Specifically, the study examine the state of community participation in Tibirinzi Market Construction Project, unveils factors that inhibit community participation in the construction of the market, examine the effects of low community participation as well as suggest ways of improving community participation in the construction of public projects. The study employed a cross sectional research design whereby 75 randomly selected respondents served as interviewees. A questionnaire based survey and key informant interviews were the key sources of primary data. In the main the study was based on qualitative data and supplemented with descriptive statistics were presented In tables and subjected to content analysis. The results revealed that the majority of the respondents (90.6%) did not participate in the construction of Tibirinzi market. It has been established that limited awareness, information, transparency and low commitment inform poor local involvement in the construction of the Tibirinzi market. Such situation led to poor performance in implementation of the construction project and underutilisation of the completed phase of the project. Based on the findings presented herein, for the government to enhance community participation in development initiatives, it has to create an enabling environment for community participation by addressing institutional obstacles and avoiding capacity gaps within the community. In the main, Local Government Authorities should create awareness about community participation in development projects and motivate them to actively participate.
