The aim of the study was to assess the contribution of International NGOs in developing local NGOs capacities in managing finances. The researcher applied a case study design to guide the study. Taking Pact Tanzania Orphans and Vulnerable Children (OVC) program as the case study, the study was carried out between July 2012 and June 2013. Pact Tanzania is an international NGO based in Dar es Salaam. It supports local NGOs to provide care and support to Orphans and Vulnerable Children in the country. Research methodology included desk research and observation to access information from respondents. The study covered six local Non‐governmental organizations working in partnership with Pact Tanzania on OVC program operational in Tabora region and Five personnel from Pact Tanzania. Data collection tools and methods were documentary review schedule, questionnaire and focus group discussion method. The study has shown that International NGOs contributes to financial management capacity development of Tanzanian local NGOs. However it is not clear whether these progresses are sustainable due to short time of program performance as capacity development itself is a process that is time bound, it takes time, commitment and availability of resources in order to achieve sustainable capacity development as well as influence other factors or areas of capacity development. The challenge is that capacity development funding and activities are embedded in other program activities which makes it difficult to trace it separately. Following these research findings, the researcher has recommended that capacity development program should consider sustainability, long term program, increase funding for CD initiatives and approaches and modalities to capacity development to reflect the real situation underground.
