The ultimate aim of the Tanzania reform agenda local authorities is to improve and increase the application of accountability, transparency, and participation for public service delivery to the satisfaction of the people and stake holders alike. This goal is also considered as a strategy towards poverty alleviation. The movement towards decentralization by devolution (D by D), is an attempt to, among other things, improve the application of corporate management principles in the delivery of public services and increase productivity of councils and public sector at large.
